When a community updates its General Plan, it must comply with Senate Bill (SB) 1000, also called the Planning for Healthy Communities Act, which passed in California in 2016. SB 1000 requires the County General Plan to address environmental justice in Impacted Communities in the unincorporated area of the county.
The County prepared the initial draft of the General Plan environmental justice goals, policies, and actions in October 2020. Between November 2020 and February 2021, the County reached out to community members to obtain feedback on the draft environmental policy guidance.
Following this outreach, the County prepared revised draft environmental justice policy guidance to reflect the feedback received from Impacted Community members and advocates, as well as additional input from County staff from various departments. The Envision Contra Costa team used the policy guidance to draft policies for the 2045 General Plan. Check out the guidance at the link below!
